The United States expects Islamic State to use crude chemical weapons as it tries to repel an Iraqi-led offensive on the city of Mosul, U.S. officials say, although adding that the group's technical ability to develop such weapons is highly limited.

U.S. forces have begun to regularly collect shell fragments to test for possible chemical agents, given Islamic State's use of mustard agent in the months before Monday's launch of the Mosul offensive, one official said.

In a previously undisclosed incident, U.S. forces confirmed the presence of a sulfur mustard agent on Islamic State munition fragments on Oct. 5, a second official said. The Islamic State had targeted local forces, not U.S. or coalition troops.

"Given ISIL's reprehensible behavior and flagrant disregard for international standards and norms, this event is not surprising," the second official told Reuters, speaking on condition of anonymity, and using an acronym for Islamic State.

U.S. officials do not believe Islamic State has been successful so far at developing chemical weapons with particularly lethal effects, meaning that conventional weapons are still the most dangerous threat for advancing Iraqi and Kurdish forces - and any foreign advisers who get close enough.

Sulfur mustard agents can cause blistering on exposed skin and lungs. At low doses, however, that would not be deadly.

Roughly 5,000 U.S. forces are in Iraq. More than 100 of them are embedded with Iraqi and Kurdish Peshmerga forces involved with the Mosul offensive, advising commanders and helping them ensure coalition air power hits the right targets, officials said. Still, those forces are not at the front lines, they added.

Chinese growth stabilised in the third quarter, data showed Wednesday, as ample credit and hot property markets propped up the world's second-largest economy.

But while the forecast-beating reading was in line with state targets, it comes as experts warn that authorities have relied too much on easy credit, which has in turn increased financial risks.

The economy grew 6.7 percent in July-September, officials said, which was better than the 6.6 percent predicted in an AFP poll.

"The general performance was better than expected," the National Bureau of Statistics (NBS) said in a statement. "The national economy grew steadily with progress made and quality improved."

The government has targeted 6.5-7.0 percent growth for the year, following 6.7 percent last year which was the slowest rate in a quarter of a century.

"It was so in-line with expectations that I could have written this yesterday, to be honest," Michael Every with Rabobank in Hong Kong told AFP. "It's amazing what a housing bubble and crazy debt increases can achieve."

Also Wednesday data showed a pick-up in retail spending, which has become an increasingly important component as Beijing looks to recalibrate the country's growth driver from investment and exports to consumer demand.

However, Beijing's attempts to retool the economy have proven painful, with authorities resorting to stimulus measures as they try to avoid a hard landing.

The NBS acknowledged that the economy was in "a critical period of transformation and upgrading, with old drivers of growth to be replaced by new ones".

With "a number of unstable and uncertain domestic and external factors", it added, "the foundation of continued economic growth is not solid enough."

- Loans surge -

The booming property market and loose lending supported the latest figures, Claire Huang of Societe Generale told AFP, adding that new house-buying regulations and necessary credit tightening meant "the downturn will become even more obvious" in the fourth quarter and next year.

Data released Tuesday showed new loans by Chinese banks in September surged nearly 30 percent over the previous month, deepening concern about risky credit expansion.

Earlier this month the International Monetary Fund warned that China’s dependence on debt was growing at a “dangerous pace” and risked a "disruptive adjustment" in the financial system.

That came after the Bank for International Settlements -- dubbed the central bank of central banks -- warned China's banking sector could be facing an imminent debt crisis, fuelling fresh fears of a blowout that could hit the global financial system.

China's industrial output growth eased to 6.1 percent on-year in September, down from 6.3 percent in August, government data also showed Wednesday, as sluggish global demand weighed on the world's biggest trader in goods.

But retail sales, a key measure of consumer spending, rose 10.7 percent on-year last month, representing a slight acceleration from August.

Fixed-asset investment, a gauge of infrastructure spending, rose 8.2 percent in the first nine months of the year.

The figures showed that crude steel production rose 3.9 percent on-year in September, despite repeated pledges to cut overcapacity and excess production in the industry, which is dominated by bloated state-owned enterprises.

Judges will Wednesday deliver their verdict against former Congolese vice president Jean-Pierre Bemba and four close aides accused of bribing witnesses in a bid to derail his landmark war crimes trial.

Prosecutors have alleged that from his prison cell the ex-rebel leader Bemba masterminded a network to bribe and manipulate at least 14 defence witnesses to lie during his trial at the International Criminal Court.

Bemba was sentenced in June to 18 years in jail on five charges of war crimes and crimes against humanity committed by his militia in Central African Republic.

Once the powerful leader of the Congolese Liberation Movement (MLC) and a wealthy businessman from the Democratic Republic of Congo, Bemba, 53, remains behind bars in The Netherlands and is appealing the sentence.

But in a separate case after a tip-off to the prosecutor's office, he was charged along with two of his lawyers, an MP from his party, and a defence witness of presenting fake documents to the trial and dealing out backhanders to secure false testimony.

It was the first such corruption trial in the ICC's history, and prosecutors said the allegations showed "how far the accused were prepared to go to hide their illegal behaviour".

Also in the dock are Bemba's lawyer Aime Kilolo, his legal case manager Jean-Jacques Mangenda, along with Congolese lawmaker Fidele Babala and Narcisse Arido, a defence witness.

All five have pleaded not guilty to more than 100 combined charges.

"Bemba had a lot to lose in his trial: his stature, his standing, his political power, the possibility of a successful presidential election, his freedom," prosecution lawyer Kweku Vanderpuye said in his closing arguments in May.

- 'Coaching witnesses' -

Prosecutors had laid out the evidence that Bemba and his cohorts sought to pervert the course of justice, he said, pointing to telephone recordings, records of money transfers, emails and texts which "captured" the men's words as their plan went into action.

"Mr Bemba was at its core. Mr Bemba directed it. He okayed, he approved, he authorised and he instructed the acts of the other participants," said Vanderpuye.

Kilolo allegedly "coached" witnesses about what to say on the stand in return for money. Mangenda is believed to have been aware, as Bemba's legal case manager, that Kilolo was allegedly bribing witnesses, and is accused of relaying messages between Bemba and Kilolo.

Babala, deputy secretary of Bemba's MLC party, allegedly handled money transfers including payments to Kilolo, Mangenda and Arido.

Arido, who was an expert defence witness on military operations in the Central African Republic, is accused of recruiting witnesses for the defence and helping to coach them.

The defence, however, argued that the telephone recordings had been misinterpreted and insisted there was nothing wrong in paying witnesses as the prosecution did.

Bemba's lawyer Melinda Taylor added that since he had been in detention he was "not in a position of power and had no effective access to information about what was going on the ground".

If the five are found guilty, a sentence will be handed out at a later date.

South African sprint runner and convicted murderer, Oscar Pistorius, was secretly freed to attend the memorial service of his grandmother. According to the Management of Kgosi Mampuru Jail, having considered the 29 year old as a 'low risk', they granted the Paralympian an exit of four hours to join his family at a Botique hotel for the memorial service of his grandmother, which took place on Friday, October 14, 2016.

However, the Special treatment has sparked a fuss in South Africa, with several persons describing the treatment as 'white privilege'.

Pistorius is currently serving a six-year jail sentence for the 2013 murder of girlfriend Reeva Steenkamp.

Nigeria and The Economy: Naira shortage pushes interbank rate to 150%

Overnight interbank rate was quoted at a record high of 150 per cent on Tuesday, two days after commercial banks placed funds with the Central Bank of Nigeria to participate in last Friday’s currency forward auction.

Traders said few deals were done on Tuesday due to a shortage of naira on the money market, with banks unwilling to place funds among themselves until the result of Friday’s currency auction was published.

On Friday, the CBN held a two-month dollar forward auction to clear a backlog of demand from airlines, manufacturers and other companies, as the exchange rate crisis deepened.

Traders said the banks were later directed by the CBN to re-submit bids again on Monday.

It was learnt that rates spiked because banks were barred from the CBN’s repo window before any currency auction. The CBN had not announced result of the auction as of Tuesday.

“Most banks are not quoting rates because they are still waiting for the result of the FX auction,” one trader said.

The regulator has been tightening liquidity and intervening directly with dollar sales to banks to support the ailing naira, hit by the fall in oil prices, the nation’s economic mainstay.

Overnight rates closed at 128 per cent on Monday after they opened at 100 per cent, up from 14 per cent on Thursday.

The money market ended with no deals on Friday as lenders held onto naira to be able to participate at the auction.

The overnight interbank lending rate soared to a record high of 128 per cent on Monday on naira cash shortages after commercial banks  funded their account with the Central Bank of Nigeria to participate in last Friday’s currency forward auction.

Overnight rates opened at 100 per cent on Monday, traders said, after the money market ended on Friday with no deals as commercial lenders held onto naira to be able to participate in the auction, Reuters reported.

'Don't bomb sambisa forest, more girls are still remaining', girl begs Nigerian Air Force

 One of the 21 girls recently released from the Sambisa forest, identified as Gloria, has advised the Nigerian air force to be careful with its air raids on the forest, so as not to kill the remaining Chibok girls who are yet to be released from the Sambisa forest.

Senator Ali Ndume, leader of the senate who revealed that Gloria made this statement to him during his courtesy visit to the released girls, said:

“On my way to them, I didn’t know what to say but on getting there, they composed a song for me. I didn’t know what to do, I ended up crying. Gloria, their leader, ended up consoling me. She said I should talk to the air force to be careful on carrying out air raids so as not to kill the remaining Chibok girls", he said.

TOPIC: DON'T LET DIVISION STUNT YOUR GROWTH

Key Verse: And I, brethren, could not speak unto you as unto spiritual, but as unto carnal, even as unto babes in Christ. I have fed you with milk, and not with meat: for hitherto ye were not able to bear it, neither yet now are ye able. For ye are yet carnal: for whereas there is among you envying, and strife, and divisions.... - 1 Corinthians 3:1-3

MESSAGE:
Envying, strife and divisions had reduced the early Corinthian Christians back to the natural, or carnal, state that they were in before they were born again. It had so stunted their spiritual growth that they couldn't understand the things the Apostle Paul wanted to teach them.

Satan has sent the same spirit of division among us today. He knows that a house divided against itself will fall. He also knows if we all come together in the unity of our faith, we'll arrive at the full stature of Christ Jesus (Ephesians 4:13). So he has assigned a spirit of division to operate in our personal lives, our church lives, our social lives and our family lives. His goal is the same as it was in Corinth: to bring envying, strife and division, and to stunt our spiritual growth.

But we don't have to yield to that spirit. Instead Paul says, "[by] speaking the truth in love, [we] may grow up into him in all things, which is the head, even Christ" (Ephesians 4:15).

Compare "speaking the truth in love" to "envyings, strife, and divisions." Diametrical opposites, aren't they? You can't do both of them at the same time. As you speak the truth in love, you grow up. As you envy, fuss and separate from one another, you go back to babyhood.

Don't let Satan stop your spiritual growth by giving in to the spirit of division but speak the truth in love and "grow up into Him in all things!"

TOPIC: JOY IN SORROW

Bible Text: In the day when I cried, [you] answered me, and strengthened me ... — Psalm 138:3

MESSAGE:
At some time in life all of us feel the loneliness of sorrow. Mary and Martha were saddened by the death of their brother, Lazarus, and Martha said to Jesus, “If you had been here, my brother would not have died.” Theirs was a loneliness of sorrow. The shortest verse in the Bible tells us that at the tomb of Lazarus “Jesus wept.” He enters into our sorrows.

When we come to Jesus Christ, He does not promise to exempt us from trouble or sorrow. Tears will come, but deep inside there will be a joy that is difficult to explain to you. It is a joy from God—produced by the Holy Spirit. In the midst of trials and agony and tears which come to us all, a supernatural power is given out, producing joy.

Prayer for the day: 
Your comfort in times of sorrow, loving Lord Jesus, enfolds me, giving light and hope in my darkness.

TOPIC: NOT FOR DESTRUCTION 

Bible Text: 2 Corinthians 10:1-11

Key Verse: "For though I should boast somewhat more of our authority, which the Lord hath given us for edification, and not for your destruction, I should not be ashamed" (2 Corinthians 10:8).

MESSAGE:
Lord Acton was not wrong when he said: "Power corrupts, but absolute power corrupts absolutely". In our society, we often see the reckless use of power by those who are privileged to be vested with power to serve the people. Instead of exercising the power for the benefits of the common man who they are expected to serve and defend, they turn the power to an object of oppression with which they victimize and oppress the poor.

Paul consciously reminded himself and his congregation that the authority the Lord has given him and his team was not for the destruction of the people but for their edification. Even in the face of obvious provocation by the people, ministers must not turn around to use their authority to vex the people. Some people in the Corinthian church had questioned the apostleship and authority of Paul which necessitated his explanation in the text. But in proving his apostleship and authority over them, he made it clear that it was for their own edification. When ministers of God bear in mind the source of power they possess, they will be careful not to misuse it. Paul was mindful of this. He stated that their authority was given to them by God. They did not scheme or lobby their way into power.

Those who get to a place of power through carnal scheming and worldly politics will believe they earned the power, so would not care how they use it. How do you use your God-given privilege and authority as a husband, parent, pastor or a leader in the society. Are you so power-drunk that you derive pleasure in oppressing people? Do you help to build up, encourage and edify others with your power, or delight in crushing people with it? People who are privileged to hold power, especially among the people of God, must be conscious of the purpose of holding it. They need to constantly remind themselves that such privilege is not to destroy or victimize their flock but to edify them.

Thought for the day: An unbridled tongue is an open sepulcre.

TOPIC: I KNOW YOUR WORKS IV

18 And unto the angel of the church in Thyatira write; These things saith the Son of God, who hath his eyes like unto a flame of fire, and his feet are like fine brass;

19 I know thy works, and charity, and service, and faith, and thy patience, and thy works; and the last to be more than the first.

20 Notwithstanding I have a few things against thee, because thou sufferest that woman Jezebel, which calleth herself a prophetess, to teach and to seduce my servants to commit fornication, and to eat things sacrificed unto idols.

21 And I gave her space to repent of her fornication; and she repented not.

22 Behold, I will cast her into a bed, and them that commit adultery with her into great tribulation, except they repent of their deeds.

23 And I will kill her children with death; and all the churches shall know that I am he which searcheth the reins and hearts: and I will give unto every one of you according to your works.

24 But unto you I say, and unto the rest in Thyatira, as many as have not this doctrine, and which have not known the depths of Satan, as they speak; I will put upon you none other burden.

MESSAGE:
It is amazing and at the same time fearful to realise that the Almighty God takes note of the so-called minor misses of the Church as seen in today’s Bible reading. God is mindful of those who occupy His altar and He will hold in contempt, not only those who climb the altar with profanity but also those who allow them to climb. In Revelation 2:20, God said:

“Notwithstanding I have a few things against thee, because thou sufferest that woman Jezebel, which calleth herself a prophetess, to teach and to seduce my servants to commit fornication, and to eat things sacrificed unto idols.”

The first lesson to be learnt from today’s reading is in verse 18. The One that is assessing the Church in Thyatira has eyes like unto a flame of fire! In other words, He sees everything done in secret and in public. Absolutely nothing is hidden from Him. Psalms 139:11-12 says:

“11 If I say, Surely the darkness shall cover me; even the night shall be light about me. 12 Yea, the darkness hideth not from thee; but the night shineth as the day: the darkness and the light are both alike to thee.”

As we have mentioned over and over, the Almighty God knows the details of our service. This should always be a consolation to us, especially when it seems our services in the Church are not being appreciated. Know this; your Father in heaven who sees in secret will always reward you in the open. If you are a Deacon and you labour for the church like the General Overseer, it will amaze you that the reward of a General Overseer will pursue, overtake and stay with you. David was fighting like the commander-in-chief of the hosts of Israel and God REWARDED him handsomely in many respects even before he was crowned. The greatest lesson with a strong warning is that your service is not perfect when it is laden with immorality and any form of evil. A Church is in danger when she allows profanity to take over the sanctuary. The Lord is warning someone using this devotional that has been using service to cover up his or her immorality and greed. Please, repent today and stop polluting the sanctuary of the Lord. The consequence of your defiant attitude to this warning are severe as seen in Revelation 2:22-23. May the Almighty God have mercy in Jesus’ name.

Prayer Point: Father, wherever I have been missing it in my service to You, please help me make amends.
